Inspecting of technical gas cylinders
The inspection of pressure equipment within the company ISTRABENZ PLINI d. o. o. is an independently accredited Inspection Body (accreditation no. 6442) of type C for the inspection of safety valves in use and pressure equipment according to the HRN EN ISO/IEC 17020:2012 standard. The scope of operations for the inspection body is defined in the appendix to the accreditation document.
Inspections of stable pressure vessels and pipelines are carried out in accordance with the Ordinance on the inspection and testing of pressure equipment at the user’s place of installation, and inspections of mobile pressure vessels in accordance with the Ordinance on mobile pressure equipment and European directives for this area are tested by IIS – Internal Oversight Service at the locations of Podbok 3 Port, 51222 Bakar and Kalinovac 2/a, 47000 Karlovac.
Inspection Body
The pressure equipment inspection policy is part of the policy of Istrabenz plini d. o. o.
The Istrabenz Plini Inspection Body carries out inspections of pressure equipment for its own organisation and for external customers within the scope of its authorisation and accreditation, respecting the principles of professionalism, independence and impartiality, and continuously strives to implement new standards and developments in the profession in its inspection procedures.
The Company’s management, through the Pressure Equipment Inspection Manager and the Quality Manager, strives to provide the declared quality of service to the parent company and external customers, from the acceptance of items for inspection to the preparation of inspection reports and certificates, and the communication and resolution of any disputed issues.
Field of operation
Inspection of mobile pressure equipment is carried out by IIS – Internal Oversight Service (PTO-1/08 C 090/23), which conducts inspections of mobile pressure vessels marked π, manufactured according to the TPED Directive and according to ADR/RID exclusively for the Istrabenz plini Group:
- technical gas cylinders: oxygen, acetylene, hydrogen, nitrogen, carbon dioxide, argon, helium and their mixtures.
Inspection of pressure equipment according to type C, the Inspection Body conducts inspections of pipelines and associated safety valves for the Istrabenz plini Group and external clients:
- technical gas pipelines,
- safety valve examination.
General Terms and Conditions
- Working hours for the pressure equipment check at the headquarters of the inspection body: Monday – Friday from 07.00 to 15.00.
- The order for inspection services shall be in writing by means of an order form/contract. The inspection body shall carry out checks on pressure equipment in accordance with the scope of operation and the approved inspection procedures.
- The test subjects are collected and handed over to the customer in the agreed manner, in accordance with the warehousing operation rules. The inspection body is responsible for the test subjects from collection to handover.
- Before the inspection is carried out, the documentation of the test subjects and evidence of previous inspections shall be handed over to the inspection body by the contracting entity.
- The pressure equipment inspection shall be carried out within the agreed deadlines, agreed scope and in the agreed manner. Unforeseen/additional works shall be carried out only with the prior approval of the contracting entity.
- The work carried out shall be invoiced in accordance with the applicable pressure equipment checking price list or tender/contract.
- Information generated or obtained in the course of inspection activities is confidential and treated as such. Where the inspection body is required by law to issue confidential information, or where the inspection body is contractually authorised to do so, the contracting entity must be informed of the information provided.
Complaints and appeals
The inspection body has a documented process for receiving, evaluating and deciding on complaints and appeals, which is accessible to all interested parties on request (form attached).
The management of the inspection body undertakes to deal with all written complaints and appeals from contracting entities with the utmost seriousness and in the shortest possible time. In all cases, it will determine eligibility, cooperate with the complainant/appellant and keep him/her informed of the progress and outcome of the hearing. The management of the inspection body undertakes to ensure that the investigation and decision on appeals will be free from any discriminatory measures.
An appeal is a request made by the supplier of an object of inspection (the customer) to the inspection body to reconsider a decision it has taken in relation to that object. The appeal therefore relates exclusively to the results of the inspection.
A complaint is an expression of dissatisfaction, other than the appeal, which can be forwarded to the inspection body in relation to the activities of that body and to which a response is expected. The complaint may concern any other aspect of the inspection (dissatisfaction with the work of the inspection body, behaviour, communication of inspectors and other staff, etc.).
